Saratoga Springs is a town in Utah County, Utah, United States. The city is a relatively new development along the northern shores of Utah Lake. It was incorporated on December 31, 1997 and has been growing rapidly since then. As of the 2000 census, the town population was 1,003, and by 2005 its estimated population had already reached 6,502. Between 2000 and 2005, Saratoga Springs moved up from being the 128th-largest incorporated place in Utah to the 63rd-largest. The median income is $62,000.
 

 

The City of Saratoga Springs is an exciting new pro-development community located on the northwest shores of Utah Lake in the center of Utah’s Wasatch Front Metropolitan Area. The City, incorporated in December of 1997. From its very beginning, the City experienced rapid growth and today there is more development interest in the City than at any other time in its short history.

The City’s population is estimated at around 10,000 residents - a suburban population that works along the Wasatch Front, but desires a quiet suburban area in which to live. The City is issuing between 30 and 40 permits for residential dwelling units monthly and is among the top ten highest growth cities in Utah . As a region, the northern Utah County area has also experienced rapid development and growth in recent years. In 2002 alone, the cities of Eagle Mountain , Lehi and Saratoga Springs together issued over 1,300 permits for residential dwelling units. All three cities continue to issue many development approvals and permits. Also, the physical infrastructure to continue rapid residential growth is in place in these cities. The estimated combined population of these cities is nearly 40,000 residents, mostly located west of the I-15 corridor.

Saratoga Springs is only partially developed and it is expected that the build-out population of the City will be over 100,000 residents. Only about 20% of the land area within the City has been developed or is planned to be developed. There are still several large parcels that remain as well as numerous smaller tracts that will one day be developed. In its General Land Use Plan, the City has sites planned for low, medium and high density residential, neighborhood and regional parks, schools, commercial and office uses and large research and development properties.

Saratoga Springs boasts a high quality of life that includes beautiful lakeshore living, a quiet and rural atmosphere, great air quality, superb views and an excellent central location midway between the Provo/Orem and Salt Lake City metro areas. There is good access to I-15 for both north and south travel and to the Bangerter Highway via Redwood Road for quick travel to Salt Lake International Airport (30-40 minutes by car) or other critical locations north of the City. Provo/Orem is located approximately 20-25 minutes by car via I-15.

The City has required that large donations of property for parks, open spaces and trails be set aside as a part of its normal and standard development requirements. The City offers outstanding lake access for skiers and boaters with an 8-acre public City Marina. An 18-hole golf course along the lakeside opened in the spring of 2003. The City provides full urban services including water, sewer, police, and volunteer fire and emergency medical response. Ambulance service is currently provided by Lehi City , but Saratoga Springs will eventually have its own ambulance service. There is a fully functioning administrative office with staff providing city management, building permitting and inspections, development services, public works, utility billing and records management. The City also has a contract engineering department and a contract city attorney.

The Lehi Main Street and Redwood Road intersection is found within the City and forms the major transportation infrastructure for all traffic coming into or passing through the community. In fact, all residents of Eagle Mountain City to the west must pass through this intersection in order to travel north, east or south in the region. Traffic has steadily increased at this location for the past seven years and now there are several commercial developments in this area with more developing in the near future. These developments provide needed retail and personal services in close proximity to the City's residents and will also serve the residents in the northwest part of the County.

As the City's population grows, there are additional planned arterial roads that will assist the region to keep up with the traffic demands of large populations. There is an additional north-south arterial roadway west of Redwood Road that is planned to carry traffic out of the foothills and north to I-15. There are three planned east-west arterial and collector roads that will also connect with I-15 and should assist traffic getting through the City to I-15 to the east.

The City adopted the following vision statement after careful consideration that describes the desires and intentions of the current governing body:

The City of Saratoga Springs , as a developing community, strives to provide a nurturing environment for its residents by:

  • Providing a social environment supportive of a people-friendly, family-oriented community;
  • Allowing for a diversity of appropriate economic activities;
  • Focusing on community recreation and cultural arts;
  • Preserving valuable elements of its unique and rural setting; and,
  • Encouraging planned neighborhood development that promotes preservation of open space and opportunities for pedestrian, bicycle, and equestrian access.

The City was formed and developed by a group of land owners desiring to develop lakeside and foothill properties and build upon the spectacular view and resort style history of the region. Near the mouth of the Jordan River , there are natural hot springs that inspired early settlers in the area to create a resort known as Beck's Saratoga Springs , named after the original Saratoga Springs , New York resort and Mr. John Beck the owner. The resort was opened in 1884 and also served as a home for the Beck family for many years. The area had several buildings and amusement park facilities and was a very popular location for tourists and visitors. Although the original buildings are gone, the resort area is now a part of a private development that contains an outdoor pool, clubhouse and a beautiful bowery and kitchen facility for groups and parties.

In the early 1990's, landowners began to investigate the possibilities of developing the land around the hot springs and in the foothill locations of Lake Mountain . The Utah County land development ordinances were not sufficiently urban in nature so several landowners sought incorporation as a town. Subsequently, Saratoga Springs incorporated in December of 1997. Several hundred acres have since been annexed into the City limits and the City now has a linear shape running north and south. The City contains over 21 square miles and runs from Pelican Point on the west side of Utah Lake over eleven miles north to the Camp Williams US Army facility in the foothills between Utah and Salt Lake Counties.

 

  The City welcomes growth and development, having facilitated and encouraged the approval of thousands of home sites and large development projects. We have worked hard to produce clear and precise zoning guidelines, architectural standards and site plan criteria so that development processes in the City are simplified and clear. The City has insisted on the highest quality development and can ensure that surrounding developments are of similar quality. We have hired the best development professionals in their fields and hope to be able to facilitate more high quality development and growth in our residential and non-residential areas.

Land development in the City has taken the form of large “master planned” communities with progressive land-use and zoning practices which have resulted in quality and diverse housing styles. Since the incorporation of the City, several ordinances have been adopted and a land development code has been created that encourages planned developments, clustering of residential units, preservation of open space, creation of parks and trail systems and the maximization of views along the Utah Lake shore.

In an effort to monitor and plan for continued growth, the Governing Body passed a resolution to create a strategic plan that identified the status of several development-related items and long-term planning issues. Elements of the City's strategic plan have been created and are scheduled for adoption. These elements include: storm drainage, transportation, parks, recreation and open space and a state-mandated annexation policy declaration.

The City enjoys a high quality stable work force. Saratoga Springs is located conveniently near three outstanding colleges: Brigham Young University , University of Utah and Utah Valley State College. All of these institutions have several thousand graduates yearly in all types of fields, including an emphasis in technology fields at UVSC. The labor market in Utah has proven to be both stable and reliable. The State's cultural tradition is closely associated with strong family ties and higher education, making the work force a dependable and skilled group. Because of an extremely high quality and affordable lifestyle, Utah is attracting more people than ever to the State.
